Margaret Webb, DNP, CRNP-PMH
Margaret Webb is a compassionate and experienced psychiatric nurse practitioner who is passionate about helping people of all ages find hope, healing, and balance in their lives. With a Doctor of Nursing Practice from Gannon University and advanced training from Stevenson University, Regis College, and Villa Julie College, she brings both deep expertise and a heartfelt commitment to every person she serves.
Known for her warm, approachable style, Margaret draws on evidence‑informed, person‑centered practices to meet people where they are and support their growth and well‑being. As the Executive Director of monarc, LLC, she leads with empathy and vision, fostering an environment where every individual feels heard, respected, and supported.

Rachel Priebe, LCSW-C
Rachel is a compassionate and dedicated therapist who works with adults to support emotional well-being, personal growth, and resilience. She holds a Master’s in Social Work from the University of Maryland and a Bachelor’s in Psychology from Frostburg State University.
Rachel’s approach blends evidence-based therapies with a warm, client-centered style. She works with a wide range of needs, including:
- Substance Use Disorder / Addictions
- Trauma-Related Disorders
- Attachment / Adjustment Disorders
- Mood Disorders (anxiety, bipolar disorders, schizoaffective disorder, schizophrenia)
- Obsessive-Compulsive Disorder (OCD)
- Neurodevelopmental differences, including ADHD and autism, with a focus on coping skills, self-understanding, and quality of life

Rachel is trained in EMDR (Eye Movement Desensitization and Reprocessing), a psychotherapy technique used to treat trauma and other distressing experiences.
She is also trained in trauma informed care, cognitive-behavioral therapy, mindfulness-based practices, and schema therapy. She tailors her approach to meet each person where they are, creating a safe, inclusive space where every adult feels heard, respected, and supported to thrive.

Jill Schadty, LCSW-C
Jill Schadty is a licensed clinical social worker with over 25 years of experience supporting individuals and families in mental health, substance use, and medical settings. She has worked with diverse populations, including people with dual diagnoses, providing compassionate care, crisis intervention, and guidance through complex systems. Jill is also an experienced clinical supervisor and mentor, bringing expertise in both patient care and staff development. She holds a Master’s of Social Work from the University of Maryland, Baltimore and a Bachelor of Arts in Social Work from University of Maryland Baltimore County.
Throughout her career, Jill has provided therapy in a variety of settings, from psychiatric emergency departments to outpatient programs, helping children, adolescents, and adults navigate mental health and substance use challenges. She has extensive experience supporting people through a wide range of mental health needs, including:
- Trauma and grief
- Mood disorders such as depression, anxiety, and bipolar disorder
- Substance use and addictions
- Neurodevelopmental differences, including ADHD and autism, with a focus on coping skills, self-understanding, and quality of life
- Crisis intervention and stabilization
- Adjustment and life transition challenges
Jill blends evidence-based approaches, including Trauma Informed Care, Cognitive Behavioral Therapy, Person-Centered Therapy, and Motivational Interviewing, with a warm, client-centered style. She creates safe, inclusive spaces where clients feel heard, supported, and encouraged to achieve emotional well-being and personal growth.

Angelica Tebin
Angelica Tebin is a skilled healthcare operations leader who works to ensure smooth, efficient, and patient-centered management of services. She holds a Bachelor of Science in Health Services Management from the University of Maryland Global Campus.
Angelica has extensive experience overseeing revenue cycle management, billing, credentialing, and patient services in healthcare settings. She works with a wide range of operational and administrative needs, including:
- Revenue cycle management and billing optimization
- Patient financial assistance and insurance verification
- Provider credentialing and regulatory compliance
- EMR/EHR administration
- Workflow optimization and process improvement
- Staff leadership, training, and team development
- Data analysis and reporting
- Enhancing patient experience and satisfaction
